Subject:      Rust around windows - advice needed

We have a lot of rust around the 'kitchen window' in our '85 Westy. Two years ago a friend of mine popped the window, sanded it all down, primed it and painted it but it seems like that just made the rust progress even faster. What did we do wrong?

I have to take the window out again, would someone tell me the proper procedure and just what to use. We have a NAPA and an Auto Zone here so if you can give me actual brand names of stuff, that would be even better.
