Later after I wrote the original email, I got the crazy (and practical) idea that they may be high beams that are burnt out. Sure enough!! However, I must admit.. not much light come out of the regular low beams. You'd expect better lighting out of a composite headlight rather than a sealed beam because of the reflector being of a better design, but I guess the headlight design team at VW in the late 80's smoked too much crack or something... :)
