Recently, I was able to drive an 89 2.1L, which was extremely That is *definitely abnormal* for a 1.9l -- you should be able to exceed 90 on genuinely flat ground with no wind (and lots of room). 70 up a mild grade is quite practical -- even better if you start at 75. If you have an exhaust leak your mixture is almost guaranteed to be rich, possibly very rich. The only way to run a Digi* system with an exhaust leak is to unplug the O2 sensor and let the system run open loop. At that point it is up to your AFM calibration.
