No, they are high beams which is useful since a square -headlight Vanagon
does not really have low beams.

Yes and yes.  The old one is probably in need of some attention anyway, so
unless you feel good about probing corroded pot metal to drive out the small
tension pin which retains the tumbler, take the new one to a locksmith to be
keyed.  I have repaired and keyed them myself, but sometimes I do goofy
things.

not using the clutch, but like the clutch isn't all the way in.  It only
does this with 4th gear and not all the time.  Any suggestions?>>
Bleed your hydraulic clutch line first.  If that does not cure the symptom,
you may need a new pilot bearing.  If you need a new pilot bearing, you
probably need a new clutch also.  There is a transmission malady known as the
heinous 3rd - 4th slider problem.  I cannot comment on that since I have not
been exposed to its pleasures . . . yet.
