I just went through this in Colorado with my '90 Syncro Westy and they would
not let me register it as a passenger vehicle.  They had a checklist of
about 6 things...toilet, water storage/faucet, Heating/A/C, Stove, Bed,
Refrigerator/Ice Box.  If you have 4 of 6 you have a Motor Home.  Doesn't
matter here in Colorado for tax or insurance reasons.  But I couldn't get
the cool license plates.  Just to illustrate how finely tuned the CO DOT is,
I will point out that this is the first time that they have forced me to
register a Westfalia as a Motor Home.  The previous 3 were all registered a
passenger vehicles...and they didn't bat an eye.
