To sanitize your water system, partially fill the tank, add around 1/4 cup of diluted bleach, fill to capacity and pump out into the sink. I generally try to drive a day or so with the tank filled before I pump it. If there happens to be any film in the tank, I wipe it down using dishwashing detergent, and give it a good flushing before I do the bleach thing.

Some say to use a baking soda solution, 1/2 cup per gallon dissolved in very hot water and left to stand all day or overnight to sweeten the tank after the bleach treatment, but we don't bother, because we run our drinking water through a Brita pitcher, which removes chlorine taste.
