Just sand off the old stuff and scrub away any grease or sufrace dust that would impair adhesion of the new flocking, the flocking is powdered wool or similar material and needs to be puffed on with a special applicator if you want a nice job.

If you goof, don't touch the flocking before it dries. Sand and re-apply after the adhesive has dried, it won't show.

You'll find that this is expensive!

You might consider textured paint that you can get from a Professional Auto Paint Supplier, it comes in manu colors and you can just spray it on with 50 PSI from a home compressor with a cheap spray gun. It gives you about the same texture that your outside pop-up has.
