If it hasn't got really good compression, up around 110 to 130 PSI you need to buy it cheap. You can get almost any part you want but roll out your savings book. Heads about $300.00 each and that's normally the factor that makes the owner unload them, a $900.00 repair bill comming soon. Rebuilt trannys std about $700.00 autos about $1100.00. The only carbuerated 82 I've ever seen was converted to carbs by the owner, the FI is normally dependable but carbs at a great price. Why not ? You might see if the PO has the FI system in his garage somewhere, it would be worth going bat to it if you had the parts. They're no harder to work on than any aircooled VW but the upside is the big trap door over the engine you can do a lot before you have to remove the engine. I've done ring jobs and installed rod bearings with the engin in the car (ooooh my aching back). If the Westy is OEM Westfalia that adds some to the value and if the general condition and working condition of all components and canvas is good you could stand on a low offer and after repairs you be in at a reasonable cost.

Engine number on a 1970cc FI should start with a CU or CV Engine number on a 1600 should start with a CT
