I have mine on the fiberglass bumper. Is your 86 like my 90? Just mark where you want them, remove the two allen bolts on the front of the cover, add the other bolts on the sides, from below. Drill a pilot hole, and then the size you need. After you mount the aux. lights, leave the bumper and the lights loose so you can align them, tighten everything down, but don't overtighten the lights, you could crush the fiberglass. I didn't use washers from underneath, my bad. Now my kid just puts them looking at each other, from time to time...
