No, the voltage regulator is not just a transistor.  There's a bit more
to it than that. Basically what it does is take a variable input voltage
(your battery) and outputs a fixed voltage (10V) so your guages don't
vary with the charge state of your battery.

You should be able to just buy that part either from the dealer or an
electronics outlet.

I'd check it first before buying a new.  You should have battery voltage
on one pin, GND on one pin (probably the middle but I'm not sure) and
10.0 +/- 0.5 volts on the other pin.  If that checks OK, your problem is
elsewhere, most likely the sender.

The non-working odometer is probably a broken gear in the odometer.
There are posts about this in the archives.  I think the basic theme is
to not press the reset button while the van is moving...
