Need a 2 13 mm wrenches or one with a 13 mm socket, screw driver, allen
wrench, tube cutter (If you want I can cut the push rods for you, send them
to me...) snap ring pliers, and an afternoon.

If you have the chip and the rest is in good shape, should pass.

Add an adjustable pressure regulator and just turn it down a few psi for the
test.

Mine with the Chip, rockers, mild porting and other changes passed my local
emissions test.

What are the requirements for CA testing?
