Sounds like you have a failed part: Temp II sensor possible.

I had a test and the vacuum hose to the fuel pressure was cracked and during a retest, I knocked it off further and the HC was only 400.

How HOT was your engine?

I also, during other failed tests, had valves not fully closing that caused a high HC, but only around 400.

Try setting your valves to .000 clearance.

Check your O2 sensor also.

I was able to pass with modified: cam, heads, power chipped ECU, ratio rockers, muffler, intake filter, etc., so it CAN be done...
