Yeah, I'd like to know this too. They did this in De Land, Florida -- where my in-laws live, where I stayed with them for two years during college. They wanted a huge new supercenter when they already had a moderately-sized store in town that looked just fine to me. Sure, it wasn't the fanciest Wal-Mart I'd ever seen, but it worked just fine.

There was a vote. The people voted the proposal down. (I wasn't eligible to vote, but my in-laws were, and they voted against.) SOMEhow, the wishes of the people were overridden and the store was built anyway! Why? There was already one in town, and the field that the store was built in (they didn't start until after I left) was a very nice one. And why even bother to have a referendum if you're just going to ignore it?
