I have a 1.9 in my 83.5 and when run out of fuel I have to remove the fuel pump from it's harness(a 10 mm nut I beleive) and lower it to get it primed. My westy has the fuel filter located upstream and lower then the pump and when emptied will not run till I do this procedure. Not sure if this applies to you're vehicle, but it's what I have to do.
