Two thoughts:

1) Depending on the "depth" of the rebuild, their will be a break-in time of having things seat, adjust, wear, etc. before max numbers will be registered.

2) Based on personal experience, vacuum gauges, even supposedly "name brand" ones can be way off the mark.
