Yes, you have a leaking regulator. It's a Marshal Brass model 260 which is no longer made. You may be able to get one from Northwest Butane 1-800-247-6121 (somebody did just recently) or some other source, otherwise use a Marshall Brass model 290, about $25 with weather covers and excess-flow-preventing POL fitting, available from RV dealers and LP houses. The new one is a couple inches longer and you'll have to carefully bend the copper lines going into the van to make it fit.
