Not sure if they are still available, but years ago I ran across a dual
handbrake conversion for off road buggy use.  If one wheel is loosing
traction, just notch the brake handle up a bit on that wheel to get traction
to the other.

Simple solution and I'm not sure if it is adaptable to a Vanagon (or how it
looks), but you might want to try a local off road parts store for some
ideas.
