The key words here are STATE and LOCAL...the more regulatory states and communities are pretty much anti-recycling...junk yards are 'eyesores' and older cars are 'junkers'.

My area ( Western Appalachian fringe) is as you describe your salvage environment; even scarce on Vanagons.
