With engine off, disconnect the idle stabilizer valve. Start the engine, and with the engine warm, set the idle speed to 850 rpm (or by Bentley). Then shut down and reconnect the Idle stabilizer valve. Idle stabilizer now should be able to control the cold idle speed with rpm most likely 25 to 50 on the high side, which is ok for cold engine. Works like a choke but isn't. It may even run faster than that, but the point is that if the idle rpm is not at the correct setting, then the idle stabilizer can not hold rpm where it needs to. So you have to start with the rpm correct to begin with and that is with the valve disconnected.

If erratic idle continues, then removal and cleaning of stabilizer valve is in order. That will probably clear up any problems.
