Update from the local VW mechanic (Bela's in Burbank, Calif - had honest experiences with this guy btw) --- he says his also spills gas if he fills it all the way up - that the vent hoses are going bad...he quoted $150 to drop the tank and replace them with new nylon hoses, but said there is really no need -just don't "top" off the tank - fill it 3/4 full and no problems with spill over, and is safe and fine 2 drive...i concur...
