I've also head that the sending unit in the tank can take on water and make the lights non-operational.

Jay, likeliest thing is a contact problem. Pull the panel and ground the green wire at the connector -- if all three lights go out then the panel is probably ok. The little magic resistor pack in the secret compartment might be bad, but they don't often fail.
