The gauge sending unit is located near the front left corner of the squarish tank. When cornering or going up or down hills the gas moves toward or away from the sensor, which affects the reading of the gauge in the way you described. Sounds pretty normal to me.

There's another kind of fluctuation that seems to be a function of time since you turned on the ignition, and that may vary from one vehicle to another. I suspect that one has to do with the way the gauge itself works, or with the voltage supplied to it.
