On my 76 beetle, the fuel pump ticks as it pumps fresh juice to the engine when I power him on, but usually it will start without me waiting for the ticking to go away - although I do usually wait cause it just seems like I should :) ... my beetle's power up sequence! How long does it take the vanagon to be able to start?
