You should be able to turn the key from off to start and have it start. When you go from OFF to IGN the ECU will cause the fuel pump to run for a few seconds -- some ECUs will make it run twice. It makes a humming sound you can hear under the floor if things are quiet. After that the pump should stop and stay stopped until the ECU starts seeing ignition pulses when you crank.

Oops -- I see you have an aircooled. I just described how the watercooled ones work. I suspect the aircooled are similar, but not sure.
