25 Nm or about 18 ft.lbs. is the spec.

The sealing ring Michael speaks of goes here. The Workshop Manual for the 1.9 diesels says: "coat contact surface to oil filter bracket outside sealing ring with AMV 188 100 02. I use Permatex Form-a-gasket here and it works well.
