On my '83 you get to the fan be removing the spare tire. The high/low switch is on the radiator, with access by removing the front grill. You can quickly test if the fan works be removing the electrical socket from the temperature switch and jumping across the terminals. Only one hot wire and two wires to the high and low, so you can jump across any two terminals without fear of shorting something. Good luck.
