The mechanical agitation of the oil due to overfilling results in a mixture of oil and air, not a layer of foam overlaying the oil in the bottom of the case. Try whipping up a container of oil with a portable mixer.

As a result, the oil pump is trying to pressurize the oil/air mixture and the oil to water heat exchanger is working with a oil/air mixture. The effect is twofold; the heat exchanger is not as effective with a oil/air mixture,so the oil temperature goes up this increased heat and the air bubbles reduce the viscosity of the oil which results in lower oil pressure developed by the pump.
