Subject:      propane tank fill valve wierdness

I bought this '85 westy to get the camper parts. PO said the propane tank was "rusted out" and could not be used. I took the tank off. It is rusty, but not sure how bad... Anyway, my question is about the fill valve. On that end of the tank there are two fittings. One is near the top, and is an "el" threaded into the tank. It is small, like the size of the output fittings on the regulator. (I think that is the 80% thing by its positon.) Below that is a spigot like a water hose would screw onto. The threading even looks like a male garden hose thread. That's all that is on the tank, excluding the regulator at the other end. No autofill valve. So has the autofill valve just been removed or is this some sort of manual fill retrofit? What about the fitting near the top? It is threaded like a tube goes on it, but does not appear to have any closing mechanism, unless it is inside the tank. Any ideas?
