If he's looking for relaxed highway CRUISING, using taller tires would affect ALL gears, not just 4th... Depending on how much the taller tires would affect the final drive ratio they might also destroy whatever hill climbing ability his Vanagon had.

With taller tires (or 15" wheels and tire combination) a relaxed cruiser would be a relaxed hill climber too...:-(
