Without knowing the specifics of how badly you failed and what particular emmisions were out of whack I'd guess you should check all the vacuum hoses and intake boot to make sure they aren't leaking and adjust the throttle position switch. Installing a new fuel filter and doing an oil change won't help emmisions but can't hurt. If you have an O2 Sensor and it is a bit old (46k to 96k km or more), replace it. Run some good quality injector cleaner through it and make sure it is well warmed up before the next test.

I was thinking replacing spark plugs, wires, distributor cap and rotor, fuel filter, air filter, changing oil and timing.

Can anyone else give some insight or tips for a good tune-up?
