No, he didn't.

About a year ago I was on my way to work, sitting in traffic stopped at a red-light midway deep in a line of traffic. One of the less intellectually privileged customers of Progressive suddenly accelerated for no apparent reason into the back of Hammurabi. Coffee EVERYWHERE! Shock confusion and disbelief.

Smashed my already crumpled rear bumper and dented my license plate.

Before lunchtime of the same day I had a check in my pocket for $1800.00, and a smile on my face.

I was so excited to win the traffic lottery.
