i did this with an old jetta
got the updated instrument panel from a newer jetta at a junkyard
i think most 80's vws have the same size instrument cluster
the original wiring harness fit the newer panel perfectly
then you need to run a wire from the ignition coil to the open port on the
wiring harness that goes to the tach
unfortunately this is a much longer wire in a rear engine van that in a
jetta!
but its a pretty easy install
the hardest part i remember was getting the panels in and out because it is
a tight fit
might be a lot easier if you remove the steering wheel first

Some of the list vendors were selling updated instrument clusters with
tachs, but km/h speedometers.  I have one in my '84.  Works just fine.
