I had the same FWD/RWD issue when I took my GL in in Chicago. I think their reference book is wrong. They had set a large fan in front of my grill; probably would have wiped it out if I hadn't stopped them.

The last three times I have had vanagons tested in Chicago, they have not had the proper adapter to connect the gas cap to the computerized testor. Each time they have gotten the manager to give it a "visual inspection" and passed it.

It might be worth trying a different testing station if there is one within a reasonable distance. At least in IL the test is free, if you don't count the aggravation.
