I think I'd start out by cleaning my ground cables on the battery, chasis to tranny, possibly adding an extra ground cable between engine block and the chasis and check the positive mounting cable to the starter, alternator, coil/glowplug (cold start injector). Look for frayed connections at push on terminals.

Cables that fill up inside the insulation with oil or corrosion can cause resistance.

A new wiriung harness would look great but I don't think it is your fix.

If you've got a cheap meter it could be the Ohms meter or the leads (my $19.95 meter isn't correct).
