Before you put new switches in, you might want to run down to Radio Shack and get a can of "Tuner Control Cleaner and Lubricant" (part number 64-4315). Spray some of the cleaner into the crack at the top of the switch (have a paper towel right under the switch to catch the excess as it comes out the switch bottom).

Then, with the ignition off, repeatedly push the switch both "up" and "down" for a few seconds. Repeat the spraying and pushing process once more. (As hours and days go by, the tuner cleaner you've sprayed in will have even more of a chance work its way into the switch's contact points.)

Now turn on the ignition and try raising/lowering your window.

This worked like a charm on my '91 Vanagon Carat -- saved me from replacing the switches. I hope it will help you, too.
