Possible reason is open circuit. You can check it by testing continuity from fuel sender wire to ground at instrument cluster connector. If it's open circuit sender is at fault and needs to be replaced. Not very hard to do. My friend' 87 Westy had this problem Leon 85 Subwagen Westy
