I think the filter is placed after the pump, because it is easier for
the pump to push than pull.

So if the filter was before the pump, and got full of garbage, it would
have a hell of a time pulling the fuel through it.

If you think of it, most filtering set-ups are after the pump.(excluding
the tank screen)
Don't ask me why----It's just the way it     is !! :>)
