That's crazy! Many speedometers aren't accurate enough to drive within 2mph of a chosen actual speed.

I use a Phantom detector/passive jammer. Never sure whether it's effective, but then, I rarely see active cops anyway. They tend to prefer speed-cameras mounted on poles (in town) or in wagons, which are generally unmarked Camrys, sitting with open tailgate.
