Another take on the problem, maybe:

My daughter's '87 flooded under the driver's side, and by letting it dry out then re-creating the problem and looking for the waterline, I could see that it was coming UP from the bottom of the floor area. I used a hose to spray around all the seals to see what caused the problem -- Spray an area, wait, check for water, try again. It turned out that when I sprayed around the left headlight it would flood the floor. She took off for Arizona before I could finish tracking down the water's route to the inside. However...

The van had been wrecked and the front end rebuilt. I also noticed that the front marker lights were half full of water and realized that there was no drip loop for the wiring going into the light assemblies, and water was running down the wires. I Suppose that other wiring could be serving as a conduit to the water that was making its way back under the van.

But I still don't understand how the water would get trapped, unless there is a double floor, and it gets trapped between layers.
