Subject:      Luggage rack vibration

I recently removed and replaced the luggage rack on my '86 Westy. Today, at highway speeds, the thing began to vibrate and buzz with a noise to wake the dead.

I didn't replace any seals, just the tie-downs, which were rusted. At the front of the rack, there is some space between the body and the rack, and I guess air is getting between the two and causing this. The archives weren't much help (at least the last two years, which is all I can get without a time out).

Any suggestions? Thanks in advance,
