Yes indeed, the noise is coming from the fact that you have not installed
the seal/trim around the edge of the luggage rack. Ask me how I know! :)

In the meantime, a strip of duct tape works to keep air from getting under
the luggage rack until you find time to replace the seal. Don't wait too
long though, as that buzzing can begin to remove the paint too.

When you install the new seal- I used some soapy water to assist with
installation, as it is a tight fit with the rack on the body, it shall
eliminate the noise.
