I believe he means that Finding Out is superior to theorizing, in cases
where Finding Out is possible.  This is a way of thinking that I'm firmly
in agreement with, to the distress of some of my acquaintances who like to
argue about how such-and-such *might* be instead of going to look and see
how it *is.*
