That's exactly how they are meant to feel when new.Situation normal...

Also should I use loctite when replacing the cv joint bolts?

Hmmm,I wouldn't.You should be using new CV 12 slotter bolts when installing the CVs as the old ones will have stretched and you risk them coming loose at some future inopportune time .BTDT on a '74 camper :( If you torque them to the correct spec which from memory is 25 ft/lbs (but check to make sure)and use the curved washers,the bolts should never come loose on their own. After years in service and as the heads get filled up with all manner of crap,they can be hard enough to to remove as it is without the added handicap of locktite.

Have fun with the messiest job you can do on a VW...
