The squirters are a precaution/preventive that VW decided was needed I guess.

and why VW produced a Vanagon oil pan with a cast > boss for a turbo oil return ?

The "cast boss" pan was used for the Vanagons with the 1.6 t.d. that didn't make it this far. -Dana-
