No, just a lowly engineer.  My wife has an environmental consulting business

That would be fine, but you are going to waste the chlorine solution and
rinse the tanks out several times with fresh clean water.

We have spoken to several industrial chemical supply companies about "
drinking water quality" sodium hypochlorite.  The information we got was
that if you want drinking water quality they will be happy to take their
product and get it certified by NSF, that will increase you price though.

There is a more concentrated form, I believe that it is ~12% or 120,000 ppm
as compared to household bleach 5.25& or 52,500 ppm.

Most commercial users use gaseous chlorine dioxide, which is very
inexpensive compared to liquid, but also pretty dangerous.
