So either the regulator is leaking forward, or the pump is leaking backwards. Since you have another one nearby, swap out the regulator. If the problem stays it's the pump; if it goes it's the regulator.

d ps -- the O2 sensor can get poisoned by antiseize, by acetic-acid-curing RTV, prolly lots of other things.
