When this happened to me it was the water pump that was not pumping. Were the belts all OK?? Was the system bled of ALL of its air? Did the thermostat fail CLOSED?? Leak in the hoses?? Good luck, could be any number items. I suspect that since you said that the radiator fan did NOT come on that maybe the HOT coolant was not even getting to the radiator.
