Dave -

It means Wide Open Throttle, when you have pushed the throttle all the way
to the floor, or the Cruise Control has done the same.

The digitool has an LED which indicates when the throttle switch has been
tripped.  That happens when the throttle is completely open, or completely
closed.

That sends a signal to the ECU, and at full throttle, it goes to a fixed,
rich setting for maximum power.  It should result in higher fuel
consumption.

BTW, I'm curious.  Why did you send the note both to me and the list?  This
way I get it twice, which seems a waste.
