In a sense that's so, since the "ground" connection for that circuit is the alternator D+ terminal. It's telling you that the alternator is not charging! The OXS light always comes one when the alternator light does, it's wired this way to give the OXS a lamp test when you turn on the ignition.

Only to the fuel and temp gauges, nothign else is connected to it.
