Jay,

OK, 15" of vacuum at idle!  Your Westy is now King/Queen of manifold vacuum
until someone can top that.
How many miles on your engine?  Original valve guides?

This is in line with the result of my experiment that I posted last
Thurs/Friday: in order for the fuel pressure regulator to give 28 psi at
the fuel line test tee you need 15" manifold vacuum (1.9L engine).

I connected my gauge to the same place you did when measuring vacuum.
Connecting the gauge to other locations didn't affect my measurements.
